Major Human Trafficking Charges Filed Against Eight Individuals in Warren, Ohio

Overview of the Case

Authorities in Cleveland have uncovered a human trafficking operation involving eight women linked to two massage parlors in Warren, Ohio. The accused significantly exploited vulnerable individuals for extended periods. This alarming case has prompted a full investigation and serious charges against its alleged leaders.

Charges Filed

A grand jury in Trumbull County has issued a comprehensive indictment comprising 83 counts against the following individuals:

  • Tae Suk Hwang, 62
  • Dong Meliodon, 62
  • Suk Hui Starr, 64
  • Miock Dong Schaffer, 56
  • Chang Mi Hwang, 59
  • Young Hee Yoon, 56
  • Kum Cha Shugars, 75
  • Young Sug Kim, 61

The charges include engaging in a pattern of corrupt activity, human trafficking, money laundering, and promoting prostitution. Hwang and Meliodon, the alleged manager and owner respectively, face the most severe accusations.

Allegations of Exploitation

According to Ohio Attorney General Dave Yost, the ring is accused of coercing Korean women into staying at the spas for durations exceeding three months. These women, allegedly living on the premises, were forced to perform sexual acts for monetary compensation.

Investigations revealed that undercover police operations took place in July 2022, highlighting the nature of the services provided at the facilities. Officers were reportedly offered sexual services, underscoring the exploitation that was occurring.

Financial Operations

Analysis of the operation’s financial activities uncovered a bank account holding $184,700 believed to be derived from illicit activities. The spas reportedly charged an average of $140 for sexual services, complementing a $70 “house fee” retained by the business.

Response and Ongoing Investigation

The Mahoning Valley Human Trafficking Task Force executed raids in March 2023, and authorities revisited Sunny Spa recently. While one establishment remains operational, Tiger Spa has since closed its doors.

The investigation involved multiple law enforcement agencies and extended across six states, signaling a broader issue of human trafficking networks. A secondary individual, referentially termed the “Errand Man,” has also been implicated in supporting the operations without being formally charged.

Community Impact and Future Actions

Yost emphasized the inhumanity of exploiting individuals, stating, “There is no humanity – only depravity – in holding a person against their will to profit from their suffering.” As the legal proceedings unfold, the fate of the victims and potential survivors remains uncertain.
