Historic Surge of Women in Virginia’s House of Delegates

As the Virginia General Assembly prepares to reconvene in January, it will welcome a groundbreaking number of women in the House of Delegates. This shift is largely attributed to a progressive wave of female candidates who emerged victorious in the recent elections.
A Historical Perspective
Vivian Watts, who began her tenure in 1982 as one of only 19 women in the legislature, highlighted a striking fact: prior to her election, only 21 women had served in the Virginia legislature since women gained the right to vote. The landscape began to change significantly with the 2017 elections, but the most recent elections have marked an unprecedented breakthrough.
Election Outcomes
The 2025 elections saw 37 Democratic women winning seats, with several defeating Republican incumbents, effectively flipping key districts from red to blue. Alongside them, five Republican women will also take their positions in the House.
Nicole Cole, who secured her seat in District 66, remarked, “One, it was the women who stepped up.” Her victory over an experienced incumbent is seen as a reflection of the increasing voter preference for candidates who advocate for reproductive rights and connect authentically with their constituents.
Connecting with Voters
According to Watts, female candidates excelled during the campaign by emphasizing empathy and community engagement. “They’re much more apt to listen; they have community experience and that’s what we elected over and over again last Tuesday,” she stated.
Support from Emerge Virginia
A critical factor contributing to this shift has been the support from Emerge Virginia, an organization established in 2014 aimed at training Democratic women for political office. State Senator Danica Roem, the executive director of Emerge Virginia, explained that the organization provides a platform for women to discuss the unique challenges they face while campaigning and to learn effective strategies for running successful campaigns.
With a new cohort already underway, Emerge Virginia continues to foster the next generation of female leaders.
