The Rising Challenge of Illegal Firearms in Papua New Guinea’s Highlands

Overview of the Gun Culture

A recent study sheds light on the pervasive issue of illegal firearms in the Highlands of Papua New Guinea (PNG), revealing that the region has been under the influence of these weapons for over five decades. Despite this alarming trend, government intervention has been largely absent, posing a significant threat to national security.

Key Findings from the Study

Led by retired army general Jerry Singirok, a respected authority on this matter, the research indicates that there are approximately 100,000 illegal firearms circulating in the Highlands. The primary regions affected include Hela, Southern Highlands, and Enga.

According to the study, the origins of these firearms can be categorized as follows:

  • 48% acquired through transnational borders
  • 24% supplied by local politicians, businessmen, and elites
  • 16% connected to security personnel

Furthermore, around 15% of respondents acknowledged the involvement of corrupt state security officers (including police and military) in the illegal smuggling of arms.

The Types of Firearms Present

The study highlights the presence of various high-powered firearms, emphasizing a concerning trend towards advanced weaponry:

  • M16: 24%
  • SLR: 20%
  • AR15: 10%
  • M44: 8%
  • AK47: 8%
  • Belt-fed machine guns: 2%
  • Shotguns: 12%
  • Single-shot firearms: 10%

Motivations Behind Gun Ownership

The study revealed that the primary reasons for acquiring firearms include:

  • Tribal conflicts: 39%
  • Safety and personal security: 31%
  • Power and social status: 26%

Notably, firearms are often traded using various forms of currency, including cash, drugs, livestock, and even women.

The Societal Impact of Gun Culture

The prevalence of firearms has resulted in significant societal challenges, including:

  • A breakdown of peace
  • Oppression of vulnerable communities
  • Widespread property damage
  • Sexual violence
  • Increased mortality rates

Singirok emphasizes the urgent need for government action to combat this escalating issue, labeling it a “national tragedy.”

Recommendations for Action

The research outlines essential measures to mitigate the influence of illegal firearms, including:

  • Strengthening law enforcement and intelligence capabilities
  • Implementing effective gun control and disarmament strategies
  • Addressing the social repercussions of gun violence
  • Combating organized crime and mercenaries
  • Enhancing international and regional cooperation

The report advocates for the development of a national action plan to address these challenges comprehensively. Failure to act could result in PNG evolving into a fragile state characterized by chaos and lawlessness.
