At the Emerging Science, Technology and Innovation Conclave (ESTIC) 2025, Prime Minister Shri Narendra Modi announced a landmark ₹1 lakh crore scheme aimed at bolstering India’s research and development landscape. During his address at Bharat Mandapam in New Delhi, PM Modi emphasized the significance of fostering an inclusive technological environment. He stated, “When science meets scale, innovation becomes inclusive; when technology drives transformation, the foundation for great achievements is laid.” He highlighted India’s transformation from a mere consumer to a global leader in technological advancement.
Celebrating Achievements in Science and Innovation
The Prime Minister noted that India had recently accomplished a significant milestone with the launch of its heaviest communication satellite, showcasing the capabilities of Indian scientists. He remarked that the nation is witnessing an unprecedented shift in the global order regarding science and technology, emphasizing the need for collaboration among global experts.

Shri Modi articulated that India is shaping a global framework around ethical and human-centric artificial intelligence. The upcoming AI Governance Framework aims to balance innovation with safety, and he revealed plans for a Global AI Summit to be held in February 2026.
